Construction & Event Safety

Construction, renovation and maintenance works on campus and in University buildings takes place all the time and these works range from small projects employing a few workers to large scale projects employing hundreds of workers.

This type of work is identified as being high risk.  Plans and proposed safety precautions need to be considered in detail to ensure the contractors are not harmed either by the materials and substances that they may come across on campus or by their own activities.  Equally the contractors' activities should not jeopardize the health and safety of members of the University Community.

The University has recognized this special area of concern and has, accordingly, appointed a Senior Manager in the Safety Office who works closely with the Estates Office colleagues.

The role of the Senior Manager is:

 

  • To help Estates Office maintain an effective safety management system for their operation and activities in compliance with the Safety Management Regulation.

  • To comment and approve construction safety submissions provided by Estates Office and other HKU units in compliance with statutory safety requirements before commencement of the corresponding project.

  • To carry out safety inspections on construction projects under Estates Office and other HKU units and make recommendations for continual improvement.

  • To investigate related accidents or incidents to find out their cause(s) and make recommendations for minimizing or even eliminating recurrence of similar cases.

  • To comment and endorse event submissions provided by Registry, Cedars and other HKU units in compliance with statutory safety requirements before commencement of the corresponding event.

  • To carry out safety inspections on events under Cedars, Registry and other HKU units and make recommendations for continual improvement.

  • To provide or organize training(s) or workshop(s) to the relevant HKU stakeholders to continually upgrade or refresh their safety knowledge if appropriate.

 

Regarding event safety, the organizer may consult the Safety Office to seek relevant comments/ advice if they have safety concerns about their activities.

[Note :

  1. According to the University's current policy, it is the duty of an event organizer to conduct their activities in a safe manner so as not to endanger themselves or others who may be affected by their actions. They also have a duty to cooperate with the University in order to enable the University to comply with the legal and policy requirements that relate to their activities and actions in cases of emergency.

  2. An event organizer shall provide a concrete proposal approximately 1 month before commencement of their activities so that relevant parties have sufficient time to make their comments/advice, if appropriate.

  3. Regarding construction safety, except for the safety guidelines below, other safety requirements shall refer to the specific HKU comments given on the safety submission (e.g. safety plan, method statement, risk assessment, etc.), which is provided by the contractor itself. Under normal circumstances, the contractor shall provide the submission approximately 14 days prior to the commencement of work. No work shall commence without obtaining the Office’s endorsement.]
